What Every Roof Access Audit Must Prove
A roof is not safe because a contractor reached it last month. It is safe only when the route, the protection systems and the supporting records can withstand scrutiny. A roof access audit tests that evidence before an accident, client audit or enforcement visit exposes the gaps.
For facilities and estates teams, the problem is rarely a single obvious defect. It is a mix of ageing guardrails, unidentified roof anchors, ladders with no inspection history, fragile rooflights, incomplete certificates and access routes that have changed since the original system was installed. Any one of those issues can make a planned maintenance task non-compliant by default.
A roof access audit is more than a site walk-round
An audit establishes whether people can reach, move across and leave the roof without unacceptable risk. It should follow the whole journey, not simply inspect the most visible item of fall-protection equipment.
That journey may begin at a plant-room door, hatch, fixed ladder or external staircase. It continues across walkways, through changes in roof level and around plant, rooflights, edges and service areas. The audit must consider the work actually being undertaken, including inspection, cleaning, maintenance, repair and emergency recovery.
A generic building survey will not provide this level of assurance. Nor will a certificate that lists an anchor system but says nothing about the route used to reach it. The question is practical: can a competent person complete the intended task safely, using suitable equipment, with a documented rescue approach if something goes wrong?
What the audit should inspect
The exact scope depends on the building, roof construction and work activities. A low-traffic roof serving a single item of plant needs a different approach from a large industrial estate with multiple access points and regular contractor attendance. The evidence still needs to cover the same core areas.
Access points and routes
Access doors, hatches, stairs and fixed ladders should be examined for condition, security, clearance and safe transitions onto the roof. A ladder may appear sound but still create a fall risk if its landing point is obstructed, its gate does not close, or there is no protected transfer onto the roof surface.
Roof walkways need to provide a defined route to work areas. Their fixings, surface condition, continuity and relationship to fragile areas matter. Where maintenance teams routinely leave the designated route to reach plant, the route is not solving the real problem.
Collective protection and fall restraint
Guardrails, parapets, edge-protection systems and gates should be assessed for stability, corrosion, geometry, fixings and unauthorised alteration. Permanent guardrail systems are often the preferred control because they protect users without requiring them to connect to a line. That does not remove the need for inspection or evidence that the system is suitable for its location.
Where safety lines, mansafe systems, eyebolts or abseil anchors are used, the audit should confirm their identification, test status, compatibility and intended use. A line system designed for restraint is not automatically suitable for fall arrest. An anchor point without a visible tag, traceable drawing or current record cannot simply be assumed safe for use.
Relevant systems should be considered against their applicable British and European standards, such as BS EN 795 for anchor devices, BS EN 353-1 for guided-type fall arrest systems and BS EN 365 for the periodic examination of PPE. Standards do not replace a risk assessment, but they provide the technical baseline that an auditor will expect to see reflected in the equipment and its records.
Fragile surfaces and rooflights
Rooflights are a recurring source of serious risk because they can look like a solid walking surface from below or above. An audit should identify every fragile or potentially fragile area, including rooflights, aged roof sheets, asbestos cement and concealed openings.
Protection may involve covers, cages, mesh, designated walkways, guardrails or controlled exclusion zones. The right measure depends on the roof and the work. A warning sign alone is seldom enough where people must pass close to a fragile surface to reach essential plant.
Work positioning and rescue
The system must suit the task, not just the building. Window cleaning, façade work, gutter maintenance and plant replacement may require different anchor arrangements, access equipment and rescue provision. A rescue plan that says to call the emergency services is not a sufficient plan for a suspended casualty.
The audit should flag situations where users could enter suspension, where rescue equipment is required, and whether trained personnel can deliver the rescue within a realistic timeframe. This is particularly important where the roof is remote, access is restricted or work takes place outside normal operating hours.
The paperwork your auditor will ask for
Physical equipment and documentation must agree. If the asset register says there are eight eyebolts but the roof contains ten, the register is not reliable. If a certificate names a system but does not identify its location, serial numbers or test outcome, it may not demonstrate that the equipment in use has been examined.
A proper audit reviews available certificates, drawings, installation information, maintenance history, inspection intervals, risk assessments and rescue arrangements. It also checks whether inspection labels and asset IDs on site match those records.
The output should be an audit-ready pack, not a vague statement that the roof is ‘generally satisfactory’. Facilities teams need clear pass/fail findings, photographs of defects, asset-level identification, the relevant standard or risk basis, and a prioritised action plan. They also need to know what can remain in service, what requires restriction, and what must be removed from use immediately.
This distinction protects operations. Treating every observation as an emergency creates unnecessary cost and disruption. Treating every defect as minor does the opposite. Risk-prioritised reporting gives decision-makers a defensible order of work.
Where roof access audits expose hidden failures
Legacy buildings frequently contain systems installed by different contractors over many years. One roof may have a compliant guardrail around new plant, obsolete eyebolts beside older equipment and a walkway that ends short of the area contractors now need to reach. No single certificate proves that arrangement works as a whole.
Alterations create similar problems. New air-conditioning units, solar installations, ductwork and communication equipment can obstruct safe routes, reduce edge clearance or force users into fall-arrest territory. A roof may therefore become unsafe without any failure in the original protection system.
Missing records are another common failure. Equipment may be physically intact, but if its installation, specification and inspection history cannot be established, it cannot be relied upon for planned work. The appropriate response may be further investigation, testing, recertification or replacement. It depends on the asset type, its condition and what evidence can be recovered.
Turning findings into controlled action
The audit should end with ownership, dates and defined next steps. Immediate risks may require an access restriction, warning notice or temporary isolation before work is planned. Remedial items should then be grouped into practical packages, such as replacing defective anchors, extending a walkway, protecting rooflights or installing a ladder gate.

When should you arrange an audit?
An annual inspection programme remains essential for many roof-access and fall-protection assets, with some equipment and usage patterns requiring more frequent examination. A broader roof access audit is especially valuable before a new maintenance contract begins, after roof alterations, following a change of building use, or when records are incomplete.
It is also sensible when several contractors use the same roof. Different teams may make different assumptions about where they can walk, which anchor they can use and who is responsible for checking the equipment. An audit replaces those assumptions with a defined system of access and evidence.
The useful outcome is not a thicker file. It is the confidence that the next person stepping onto the roof has a safe route, suitable protection and records that prove the controls are current.
