Roof Maintenance for Safer, Compliant Estates
A blocked outlet, loose flashing or fractured rooflight is rarely just a fabric issue. The moment a contractor needs to investigate it, the building’s roof-access and fall-protection arrangements become part of the risk. Roof maintenance therefore needs to protect two things at once: the condition of the roof and the people required to reach it.
For facilities and estates teams, that changes the question from “when was the roof last repaired?” to “can a competent person inspect and maintain this roof safely, and can we prove the controls are current?” If the answer is unclear, the estate is carrying an avoidable compliance exposure.
Roof maintenance starts with safe access
A maintenance plan is only credible if it accounts for the route from ground level to the work area. Fixed ladders, roof hatches, walkways, guardrails, safety lines, anchor devices and skylight protection all need to work as a system. A sound roof covering does not make an unsafe access route acceptable.
Under the Work at Height Regulations 2005, work at height must be properly planned, appropriately supervised and carried out by competent people. In practical terms, that means selecting the safest reasonable method before someone steps onto the roof. Collective protection, such as permanent guardrails or compliant roof-edge protection, is generally preferable to reliance on individual fall-arrest equipment. Where a safety line or anchor system is necessary, its design, inspection status, user requirements and rescue arrangements must be understood.
This is where legacy estates often create problems. A roof may have a wire line installed years ago, but no current certificate, no identification tags, incomplete drawings or no evidence that the supporting structure remains suitable. It is non-compliant by default until its status is verified. Sending a contractor up with a harness does not correct that gap.
Separate fabric maintenance from safety-system certification
Roofing contractors and height-safety specialists may attend the same roof, but they are not completing the same task. Clearing gutters, repairing membranes and replacing flashings preserve the building envelope. Inspecting and certifying fall-protection equipment establishes whether people can undertake that work safely.
Both workstreams should be programmed together. If a roof inspection identifies ponding around outlets, the repair team needs a safe route to the affected area. If a fall-protection inspection identifies a damaged line, corroded fixing or unsuitable rooflight protection, that defect may prevent planned roof works from proceeding until controls are restored.
A useful maintenance programme records the condition of the roof fabric alongside the condition of every relevant access and safety asset. This includes fixed ladders, handrails, walkways, edge protection, anchor points, horizontal safety lines, abseil anchors and rooflight covers or screens. It should also identify restrictions. For example, an anchor may be suitable only for a specified number of users, a walkway may not extend to a plant area, or an existing system may require a particular connection device.
The documentation matters as much as the site visit. An auditor or investigating authority will not accept a verbal assurance that equipment was “checked recently”. They will want current certificates, asset schedules, test results, defect records, photographs, drawings where relevant, and evidence that remedial actions were controlled to completion. No missing paperwork, no uncertainty over which asset was tested.
What a planned roof maintenance inspection should find
The right inspection frequency depends on the roof type, its exposure, the volume of access, manufacturer instructions and the nature of installed safety systems. A quiet roof on a low-rise office still needs planned attention. A busy industrial roof with plant, frequent contractor access and aggressive environmental exposure may need closer monitoring.
At fabric level, inspections should look for cracked or open joints, blistering, punctures, failed sealants, standing water, deteriorated flashings, blocked outlets, damaged parapets and loose fixings. On pitched roofs, slipped tiles, degraded valleys and defects around penetrations deserve particular attention. Small failures allow water into insulation, deck structures and internal finishes, where costs rise quickly and the visible symptom can be far from the original defect.
At access level, inspect for ladder corrosion, insecure fixings, damaged gates, worn treads, inadequate landings and unsafe transitions from ladder to roof. Roof hatches need to open safely and, where required, provide suitable protection at the point of access. A hatch opening beside an unprotected edge is not a minor detail.
Fall-protection assets need a competent, scheme-specific assessment. Checks may include the condition of posts, cable tension, terminals, energy absorbers, anchor fixings, labels, structural interfaces and evidence of unauthorised alteration. Equipment should be assessed against the applicable design and product standards, such as BS EN 795 for anchor devices, as well as manufacturer requirements and the original system design.
Rooflights demand their own control. Many rooflights are fragile or become fragile through age, weathering and impact damage. Treating them as load-bearing without evidence is unsafe. Protection may require permanent screens, covers, guardrails, designated walkways or a combination of measures. Marking a rooflight is not the same as preventing a fall through it.
Build a risk-prioritised programme, not a calendar reminder
Annual checks are a common starting point, but a date alone does not manage risk. A practical programme ranks defects by the consequence of failure and the likelihood of exposure. An unstable edge-protection post beside a regularly serviced air-handling unit requires a faster response than a minor cosmetic defect in a rarely accessed area.
The same approach applies to drainage. A partially blocked outlet may appear routine in summer, but becomes urgent before periods of heavy rainfall if it is already causing ponding. Likewise, a safety line with incomplete certification may be more critical than a visible roof defect because it affects whether any follow-on work can be undertaken legally and safely.
Each visit should result in clear pass/fail findings, photographs that identify the affected asset or location, and a defined action. Findings need to distinguish between items that require immediate restriction, planned remediation and monitoring at the next inspection. Vague recommendations create delay. A facilities manager needs to know whether an area can remain in use, what work is required, and what evidence will close the issue.
For multi-site portfolios, an asset register is essential. It should identify each roof, access point and safety system, record installation and inspection dates, retain certificates, show outstanding defects and trigger recertification before expiry. This removes the familiar problem of certificates held in individual inboxes, drawings stored with a former contractor and no one able to confirm the status of an anchor point during an urgent repair.
Avoid maintenance work that creates a new fall risk
Urgent leaks put pressure on teams to act quickly. That is understandable, but urgency does not justify bypassing controls. Before authorising reactive work, establish how the contractor will access the roof, whether existing fall protection is certified, whether fragile surfaces are present and what rescue provision applies if personal fall protection is used.
There are trade-offs. Temporary measures can sometimes make short-term access possible while a permanent system is designed or repaired. Mobile man anchors, temporary edge protection or controlled rope-access methods may be appropriate in the right setting. They are not substitutes for assessment. The roof structure, edge geometry, task duration, number of users and frequency of future access all affect the right solution.
Permanent improvements are often justified where plant servicing, inspections or cleaning create repeated roof visits. A properly designed walkway can keep traffic off vulnerable membranes. Guardrails can reduce dependence on individual user behaviour. Upgraded access can shorten maintenance visits and reduce disruption. The lowest initial cost is not always the lowest operational cost, particularly when repeated permits, temporary controls and contractor delays are considered.
Make the evidence usable when it is needed
A good roof maintenance record should allow a new manager, auditor or contractor to understand the roof without relying on memory. It should show what is installed, what was inspected, what passed, what failed, what restrictions apply and who is responsible for each remedial action.
