How to Inventory Roof Anchors for Compliance
A roof anchor that cannot be identified, located or matched to current certification is not an asset you can confidently permit people to use. For facilities teams, knowing how to inventory roof anchors is the first control in a defensible work-at-height system. It gives you a clear answer to the questions an auditor, insurer or contractor will ask: what is installed, where is it, what condition is it in, and is it approved for use?
An inventory is not a substitute for a formal inspection, proof test or recertification. It is the controlled record that makes those activities possible. Done properly, it exposes missing paperwork, duplicated asset references, legacy systems and anchors that have disappeared behind roof upgrades, plant installations or waterproofing works.
Start with a safe, defined survey scope
Do not begin by sending someone onto the roof with a clipboard. Establish the access arrangements, roof hazards and available fall-protection controls first. If the roof itself requires a safety line, guardrail system, walkway or temporary access solution, the inventory activity must be planned around those controls.
Set the scope by building, roof zone and access route. Include every item that may be used as part of a fall-protection or roof-access arrangement, not only obvious single-point anchors. This may include eyebolts, abseil anchors, safety-line end and intermediate anchors, rail systems, davit bases, mobile man anchors, fixed ladder attachment points and rescue-system anchors.
A site may have anchors on a main roof, plant deck, atrium, façade level and behind screened areas. Treat each area as a separate survey zone. This avoids the common failure of recording ten anchors under one generic roof description, with no practical way to find the correct point when a contractor arrives months later.
Before access, collect the records already held. Look for drawings, previous certificates, inspection reports, installation handover packs, maintenance logs, manufacturer information and roof plans. These documents are useful starting evidence, but they are not proof that the asset remains in place or fit for use.
How to inventory roof anchors on site
Work methodically from the access point and follow a repeatable route around the roof. Record each asset as you find it, rather than relying on photographs to reconstruct the survey later. The goal is a unique, traceable record for every anchor and related component.
Each entry should have a permanent asset ID. If a tag exists, record its reference exactly as shown. Where there is no tag, apply a controlled reference that links the physical anchor, roof plan, photograph and future inspection certificate. Do not create IDs that rely only on vague descriptions such as “north roof eyebolt”. Buildings change, and descriptions that seem clear today quickly become unreliable.
For every asset, record the following information:
- building name, full roof area and precise location reference
- asset ID, manufacturer, model and visible serial number where available
- anchor or system type, including whether it is a single-user or multi-user arrangement
- fixing substrate and visible installation arrangement, such as concrete, steelwork or roof structure
- access route and any related controls, including walkways, guardrails or safety lines
- previous inspection date, certificate reference and next due date
- clear photographs showing the asset, its surrounding area and identifying mark
- visible condition, defects, modifications and restrictions on use
A roof plan is essential. Mark every anchor with its asset ID and use a consistent orientation. It should be possible for a competent engineer or authorised user to walk onto the roof, use the plan and locate the correct point without interpretation. Where a roof is complex, provide enlarged plans for separate zones rather than one overcrowded drawing.
Photographs need context. One close image may show corrosion at the base plate, but it does not show whether the anchor is next to a rooflight, plant item or parapet. Capture an overview image, a mid-range location image and a close-up of the tag or fixing arrangement. Date-stamped, correctly labelled photographs turn a simple register into useful audit evidence.
Separate verified assets from unverified assets
The most valuable outcome of an inventory is not the total number of anchors. It is the distinction between assets supported by current evidence and those that are not.
Match each physical asset to its certification and installation information. Confirm that the equipment reference, location and configuration correspond. A certificate for “Anchor 12” is of limited value if nobody can establish which anchor is number 12, or if the roof has been altered since the certificate was issued.
Where records are incomplete, do not assume that an anchor remains suitable because it looks sound. A concealed fixing, incompatible roofing build-up, corrosion beneath a flashing or an undocumented alteration cannot be assessed from a visual record alone. Mark the asset as unverified and restrict it from use pending inspection by a competent person.
This is particularly relevant on inherited estates. Older anchors may have no manufacturer information, no visible marking or certificates that refer to previous building names and obsolete plan references. They may still be capable of remediation or formal assessment, but they should not be relied upon until the evidence chain has been restored.
Record condition without making unsupported judgements
An inventory survey should identify visible concerns and trigger the correct next action. It should not make unsupported declarations that an anchor has passed or failed where a full inspection has not been carried out.
Record visible corrosion, damaged or missing tags, loose components, distorted base plates, deteriorated sealant, roof membrane damage, signs of water ingress and evidence of unauthorised modification. Also record operational issues: an anchor may be physically intact but poorly located for safe access, too close to a fragile rooflight, or inaccessible because plant has been installed around it.
Use simple status categories that make actions clear. For example, a verified asset with current certification can be marked available for use. An asset with a due inspection can be marked as requiring planned action. An unverified or visibly compromised asset should be marked unavailable pending competent-person assessment. The language matters. There must be no ambiguity for contractors working under time pressure.
Check the whole fall-protection arrangement
A roof anchor rarely operates in isolation. The inventory should show how it fits into the wider safe system of work. An anchor intended for restraint may not be suitable for fall arrest. A safety line may need a specified number of users, defined access points and compatible energy-absorbing lanyards. An abseil anchor requires different controls, loading considerations and rescue planning from a roof-access eyebolt.
Review the associated equipment and conditions: the route to the anchor, edge protection, roof walkways, fragile-surface protection, ladder security, PPE compatibility and rescue provision. The applicable requirements may include the Work at Height Regulations 2005, manufacturer instructions and relevant product standards such as BS EN 795. The exact assessment depends on the system, its intended use and its installation configuration.
This broader view often reveals the real compliance issue. A current certificate for an anchor does not make a roof safe if users cannot reach it safely, do not have compatible equipment, or have no workable rescue plan after a fall.
Turn the inventory into an auditable register
A spreadsheet alone can work for a small, stable estate, but it needs disciplined control. For larger portfolios, use a register that can track location, inspection history, certificates, photographs, defects, responsible person and next action for each asset.
The register should show both the physical inventory and the compliance position. Avoid one document containing a list of assets and another containing disconnected certificates. The person reviewing the file should be able to move from an asset ID to its location plan, photographs, inspection outcome and corrective action without searching through several folders.
Set ownership and review dates. Facilities management should know who updates the register after roof works, who authorises anchor use, who receives recertification reminders and who closes remedial actions. If an anchor is moved, replaced, covered or affected by works, update the register immediately. Delayed updates create the missing paperwork problem that audits expose.
Prioritise defects by risk and operational impact
Not every gap needs the same response. An anchor with visible damage or no traceable evidence should be isolated and assessed urgently. Missing labels or outdated plans may be lower immediate risk where current inspection evidence exists, but they still need correction before they cause an identification failure.
Build an action plan that states the asset reference, issue, risk status, interim control, required remedy and target completion date. Include costed remedial options where replacement, testing, waterproofing repair or system upgrade is needed. This gives procurement teams a clear basis for action and avoids vague recommendations that remain open for months.
