Fragile Skylights Need More Than Warning Signs
A roof can look serviceable from ground level and still contain one of the most serious fall hazards on the estate. Fragile skylights, rooflights and translucent sheets are regularly mistaken for safe walking surfaces, particularly where they sit flush with surrounding roof panels or have weathered to a similar colour. A warning sign at the roof access point is not a control measure on its own. If somebody can reach a fragile area during planned maintenance, inspection or reactive work, the risk must be physically managed.
For facilities and estates teams, this is not simply a roofing issue. It is a work-at-height compliance issue with a clear audit trail requirement. The question is not whether a rooflight was safe when installed. The question is whether its current condition, protection and access arrangements prevent a person falling through it today.
Why fragile skylights create a high-consequence risk
Rooflights are designed to transmit daylight, not necessarily to withstand the load created by a person, tools or a falling worker. Some rooflights and skylight assemblies may have been specified as non-fragile when new. That status can change through ultraviolet degradation, impact damage, weathering, corrosion at fixings, poor detailing, replacement works or changes to the roof structure around them.
The risk is made worse by familiar working patterns. An engineer may cross a roof to service plant. A cleaner may need access to gutters. A surveyor may be inspecting a leak. None may consider the rooflight to be part of their task, yet each could be exposed to it. A fall through a fragile skylight is often a fall from full roof height, with no opportunity for recovery.
Work at Height Regulations 2005 require dutyholders to plan work properly, use competent people and take suitable and sufficient measures to prevent falls. Where a fall cannot be eliminated, collective protection takes priority over personal fall protection. In practical terms, that means preventing access to the hazard or installing permanent physical protection wherever reasonably practicable, rather than relying on workers to remember where not to step.
A skylight is non-compliant by default until assessed
Age alone does not prove fragility, but it is a prompt for investigation. A recently installed rooflight can be unsafe if its installation is defective. Equally, an older unit may remain suitable where its specification, condition and supporting structure have been properly verified. Assumptions are the problem.
A competent survey should consider the complete assembly: the rooflight material, kerb, fixings, surrounding roof sheets, support spacing, signs of impact, cracking, discolouration, previous patch repairs and water ingress. It should also assess how people access and move around the roof. A sound rooflight does not remove the need to control the route that takes an operative next to it.
The relevant evidence may include original installation information, product classification, roof drawings and records of alterations. On many occupied estates, however, that information is incomplete or unavailable. In that situation, the prudent approach is to treat the area as fragile until a competent assessment establishes otherwise. No missing paperwork should become an excuse for uncontrolled roof access.
Common conditions that demand action
Rooflights deserve immediate attention where they have become opaque or heavily crazed, show cracks or impact marks, have damaged fixings, sit within corroded roof sheeting or are surrounded by poorly repaired roof coverings. The same applies where contractors must pass close to rooflights to reach plant, where there is no defined walkway, or where temporary protection is used repeatedly without a controlled system.
A painted line, a verbal briefing or a laminated warning notice may support a wider control plan. None will stop a misstep, a dropped tool or a worker backing away from plant. Physical prevention is the standard to work towards.
Selecting the right protection for fragile skylights
The correct solution depends on roof layout, access frequency, skylight design, maintenance activity and the condition of existing fall-protection systems. There is no single product that suits every building. The aim is to create a controlled route and remove exposure to fragile surfaces.
Skylight guards and covers
Purpose-designed skylight protection systems provide a physical barrier over or around a rooflight. They can be an effective permanent measure where roof access is regular and the arrangement can be fixed without compromising roof integrity. Guarding must be correctly designed for the specific rooflight and substrate. A loosely fitted cover or improvised mesh is not a certified safety system.
The design should also account for maintenance. If a guard must be removed every time a rooflight is cleaned or replaced, that task introduces a new exposure. The safer option is usually one that allows routine work without dismantling the primary protection.
Roof walkways and delineated routes
Walkways are often the most practical answer on roofs with distributed plant. They direct workers along a stable, visible route and reduce the chance of stepping onto unsupported roof areas. A properly planned walkway system should take operatives from the access point to each work location without requiring them to negotiate around unprotected skylights.
Walkways do not automatically protect every adjacent rooflight. Where a person could still fall or step through a rooflight from the route, additional guarding or edge protection may be required. The gap between a walkway and a skylight matters, as does the direction a worker faces when carrying equipment.
Guardrails, safety lines and controlled access
Collective edge protection can control the wider roof perimeter and, in some layouts, protect areas around rooflights. Safety lines and anchor systems may have a role where collective measures are not reasonably practicable, but they require trained users, compatible PPE, a rescue plan and current inspection records. They should not be used as a convenient substitute for a physical barrier around a known fragile opening.
Restricting access can also be valid where work is rare and no safe route exists. This must be an enforceable arrangement, not an instruction buried in a risk assessment. Locked roof hatches, permit controls, authorised contractor procedures and clear site information may form part of the system. They do not remove the need to address foreseeable access for emergency repairs.
Inspection must connect condition to action
A useful inspection does more than list assets. It identifies what is pass, fail or requires further investigation, then explains the operational consequence. Facilities teams need to know whether a roof can remain in service, whether access must be restricted immediately and which defects require planned remediation.
For fragile skylights, reports should record locations, photographs, observed condition, protection present, access routes and any related defects in walkways, guardrails or anchors. Recommendations should be prioritised by risk, not simply presented as a long unranked schedule of works. This allows urgent controls to be implemented while larger upgrade projects are scoped and budgeted.
The documentation must also stand up to scrutiny. A certificate without asset references, inspection dates, competent-person details and clear findings gives little assurance during an audit or following an incident. The certifications your auditor actually wants to see are those that connect the inspected asset to the site, the finding and the action taken.
Do not create a protection system that cannot be maintained
Every new guard, walkway or fall-protection asset introduces an inspection and maintenance obligation. Systems must be checked at the intervals set by the manufacturer, applicable standards, risk assessment and site conditions. Damage from roof works, unauthorised alterations and weather exposure can change a compliant installation into an unverified one.
This is why a single accountable chain matters. The team assessing the roof should understand the protection design. The team installing the system should provide its handover records. The team returning for inspection should be able to compare asset registers, photographs and previous findings. Same team, same documentation, no subcontracted gaps in the chain.

Questions to ask before the next roof visit
Before authorising contractors onto a roof, establish whether the route to every plant item crosses or passes near a rooflight, whether each fragile area is physically protected, and whether relevant fall-protection assets hold current certification. Confirm who can access the roof, what task they will perform and what rescue arrangements apply if personal fall protection is part of the plan.
If the answers are uncertain, pause routine access and obtain a competent assessment. Fragility is not a defect that can be managed from a desk. The safe decision is the one that prevents a worker ever having to test a skylight with their weight.
